Q2 Rock Ready Index: Rock County’s Economic Momentum Continues

September 11, 2026

(Rock County, WI) This week’s release of the Q2 Rock Ready Index highlighted the ongoing momentum that is present within the Janesville-Beloit MSA’s economy. In addition to notching another pair of consecutive quarterly records, unemployment rates held steady and job postings – particularly within the construction sector – experienced an uptick. This elevated demand was welcomed news, especially because commentary from the national level had generally characterized the U.S. labor market as being ‘frozen’.

While prolonged geopolitical uncertainties and anxieties regarding the November 2026 elections tempered quarterly development activities, key national economic indicators signaled there were pent-up expansion opportunities on the horizon. As a result, firms were increasingly evaluating fuel-cost mitigation and network optimization scenarios, as well as recalibrating asset utilization strategies, to insulate themselves from macro level influences.

Locally, businesses were responding by executing short and long-term asset utilization strategies. A prime example is Clasen Quality Chocolate’s expansion in Milton’s Crossroads Business Park,  where the company is in the process of adding another 402,000 SF (+/-) to its existing 427,000 SF, rail-served campus.

The Rock Ready Index (RRI) is a quarterly, Rock County economic development dashboard. In addition to covering four general topical areas (e.g. Workforce, Real Estate, Sales Tax Collections, and the Economic Development Pipeline), each RRI features a specific development or investment in its Project Profile section.
